Owners’ meeting: in person, hybrid or virtual
Notice period, quorum, online participation: the main rules for the meeting and what the association can decide for itself.

The basic rules
The manager convenes the meeting at least once a year. The invitation is issued in text form, and the notice period should be at least three weeks (§ 24 WEG). The meeting has a quorum regardless of how many attend. Resolutions generally pass with a majority of the votes cast (§ 25 (1) WEG).
Hybrid: joining online
The association can resolve that owners may take part without being physically present and exercise their rights electronically (§ 23 (1) WEG). The meeting still takes place in a room; those who wish to can join remotely.
Purely virtual: three-quarters majority only
Since October 2024 owners can resolve, with at least three quarters of the votes cast, that meetings are held without physical presence for a period of up to three years (§ 23 (1a) WEG). Participation and the exercise of rights must be comparable to a meeting in person.
A transitional rule applies to resolutions passed before 1 January 2028: up to and including 2028, at least one meeting in person must be held each year unless the owners unanimously waive it (§ 48 (6) WEG).
Resolutions without a meeting
For a written circular resolution, text form is sufficient, but all owners must agree. For an individual matter the association can resolve in advance that a majority of the votes cast is enough (§ 23 (3) WEG).
